JCM DEPARTMENTAL COUNCIL LETTER FROM DEPARTMENT

PROPOSED ONE DAY STRIKE AT PONDICHERY DIVISION, TAMILNADU CIRCLE. SETTLEMENT OF 38 POINT CHARTER OF DEMANDS BY NFPE/FNPO P3 AND P4 UNIONS

A one day strike was announced  on 09.07.2013 , by   NFPE/FNPO  P 3 & P4  unions,  requesting for settlement of 38 point charter of demands at  Pondichery Division , in Tamilnadu circle.

Main charter of demands are

1. Shortage of staff and requesting for utilization of short duty pensioners/eligible willing GDS/outsiders  to manage the  vacant  posts   of  P.A.s.
2.  Cash conveyance should be streamlined on day-to-day basis   with  full protection; conveyance of taxi/auto fare to be paid with/remuneration should be paid with for the  staff engaged/escorted.
3. Actual auto fare with remuneration should be paid with  for  mail conveyance between S.O.s  and  while entrusted with , due to non plying of  MMS.
4. Irregular transfer orders issued to six MACP officials to long distance S.O.s on the plea of seniority,  to be  withdrawn .
5. Revision of FSC/drawal of fresh Divisional gradation list.
6. Permitting outsiders and age barred GDS to work in Postmen/MTS vacancies on leaves/ vacant places.
7. Combination of beats should not be insisted upon.


1. First phase demonstration was conducted on 04.06.2013 in front of Pondichery  HPO.
2. Strike notice was served to the administration and Labour Commissioner on 14.06.2013.
3. Discussions were held with the Divisional administration on 17.06.2013 and  failed.
4. Second phase demonstration was conducted on 22.06.2013 in front of Pondichery HPO
5. Conciliatory talks were held before Asst. Labour  Commissioner (Central) on 27.06.2013
6. Circle union intervened with the Regional administration on 29.06.2013 seeking for exclusive talks

Bilateral talks with the Regional administration and Circle Unions (involving Divisional union) held on 01.07.2013 and settlement made recording  the minutes. Com. J. Ramamurthy, Circle Secretary, P3, NFPE and Com. G.P. Muthukrishnan, Circle Secretary, P3, FNPO lead the delegation. Copy of minutes are published in TN Circle Union web site.

Strike was officially announced as withdrawn on 04.07.2013 before the Asst. Labour Commissioner (Central), Pondy.

SDPAs/GDS permitted to work in vacant posts; age barred GDS are allowed to work in vacant/leave place of postmen/MTS; Suitable  auto / taxi fare allowed for conveyance of cash and mail ; suitable remuneration allowed for that ; irregular transfer orders issued to 6 MACP officials cancelled/ modified; surplus  staff working  at Divisional office withdrawn; Combination of beats will not be insisted upon  ETC.

PRE-SORTING OF MAILS –SUNDAY HOLIDAY WORKING: Secretary (Posts) has informed that the orders will be reviewed next week after reaching Dehli on Monday. At present Secretary (Posts) is on tour at Assam and NE. We hope that our request to cancel the orders or to keep the orders in abeyance will be considered favourably. LOCAL STRUGGLE IN RMS CB DIVISION, TAMILNADU CIRCLE.

         For the past 5 years to manage the sorting asst vacant places in mail offices nearly 130 to 140 outsiders having +2 qualifications and above are working in all units of RMS CB Dn for sorting unregd articles and sometimes in regd branches also. They are working on hourly rate fixed by Dist collectors. This is a meagre amount  [Rs.36/-per hour].  Ignoring the prevailing ground realities, Western regional administration all of a sudden abruptly terminated the services of outsiders on 26.6.13 which resulted in accumulation of mails in heaps in front of mail offices. JCA immediately convened and decided to conduct TU programme by arranging gate meetings, demonstrations insisting the administration to withdraw the order and restore normalcy. The programme which JCA conducted were published in daily newspapers. In this background Circle Secretary Com. K. Sankaran R3, J.Ramamoorthi Circle Secretary P3 met PMG MM at Chennai on 28.6.13 and appraised the situation and requested to restore statusquo so as to facilitate to clear the pending mails.
      On the part of outsiders they were well determined and very strong .In this background administration withdraw the termination order and permitted all outsiders for sorting and they were also now performing duties as earlier

EDITORIAL - POSTAL CRUSADER, JULY 2013

FIGHT AGAINST THE POLICY

FIGHTING FOR THE ALTERNATIVE
Postal employees have always taken it as their motto to render best possible services to the people at large. We are conscious of our duties and responsibilities to the Nation. Inpsite of all limitations, we shall continue to discharge our duties towards the people and the Nation. But on the same breath, we want to make it clear that contended staff are always an asset to the Nation and discontentment if allowed to grow, it is bound to affect the services. We do claim that further improvement in the services can be brought out if joint endeavours are made by both Administration and unions. While we have successfully built up a strong movement through our united efforts, we do claim to maintain cordial relations with the administration at different levels – branch/Divisional/Circle and All India.
But our experience hitherto shows that maintaining cordial relation with administration alone will not solve the basic problems faced by the Postal employees. Most of the issues agitating the minds of the Postal employees are due to the overall policy of the Government. Proposed move to permit entry of private sector into Postal services by granting licences to the transnational courier companies, Denial of legitimate rights of the Gramin Dak Sevaks including Civil Servant status and bonus-parity, Non-payment of revised wages to the casual labourers, unjustified abolition of vacant Posts, Refusal to appoint Seventh Pay Commission and Inclusion of GDS under its purview, merger of 50% DA, inhuman 5% restriction on compassionate appointments, introduction of share-market oriented contributory Pension Scheme, non-removal of bonus ceiling, downsizing, outsourcing, contractualisation, corporatization etc are all directly linked with the polices of the Government. Inspite of our sincere cooperation, if things are not moving in the proper direction, we have to be ready for a serious course of action. We can never allow the situation to continue like this which is bound to cause deterioration in services and also adversely affect the interest of the employees. We should analyse and understand the root cause of the problems and shall find out remedy.
The logic of the neo-liberal reforms is maximization of profit and minimization of cost of labour as well as people. Being a capitalist agenda, it operates in that direction in a spontaneous manner. It maximizes profit by keeping the wages suppressed and also by generating a huge army of unemployed as reserve, to facilitate such suppression of wages. Under neo-liberal order it promotes speculation to multiply profit, thereby  further aggravating unemployment, price rise and poverty. When it falls into crisis, as have happened at the present juncture, it seeks to shift the entire burden of the crisis to the people and workers. That is why our genuine demands are denied. Hence the fight against the galobalisation policies assumes paramount importance. We have to change this policy and we should continue our fight for an alternative policy.
Alternative to the imperialist globalization policy is nothing else but socialism, complete emancipation of society from all exploitation. Change in the system, or transition of the society, does not happen automatically. The working class, including the Postal employees, has to play a pro-active role in intensifying the struggle and prepare itself to lead the struggle for change in the system. It has to sharpen the struggle further, unifying the entire working class against the neo-liberal policies and rally the people around it to achieve the change. When struggle intensifies, at some point of time they may concede some of our demands. But that is not the end. We should continue our struggle further, till these policies are reversed completely and an alternative system comes into existence. For this we should elevate the consciousness of the workers and heighten the quality of the struggle further. Let us have a clear understanding that the fight against the policy is nothing but fighting for an alternative in the long run, an alternative society which bring an end to the exploitation of one human being by another. Therefore our present day activities must continue to target the present exploitative system, expose its anti-people, anti-working class character.

Subject : Self-certification
 The Second Administrative Reforms Commission in its 12th Report titled "Citizen Centric Administration - The Heart of Governance", has recommended, adoption of self-certification provision for simplifying procedures. (www.darpg.gov.in)
2.         Taking a cue from this some Ministries / State Governments have adopted the provision of self-certification of documents like marksheet, birth certificate etc. by the applicants / stakeholders instead of asking for an attested copy of the documents by a Gazetted Officer or filing of affidavits. Under the self attestation method, the original documents are required to be produced at the final stage.
3.         You will appreciate that the above method is citizen friendly and obtaining either an attested copy or affidavit not only cost money but also involves wastage of time of the citizens and the Government officials.
3.         It is requested to kindly review the existing requirements of attested copy or affidavit in various application forms in a phased manner and wherever possible make provision for self-certification of documents, after obtaining the approval of the competent authority.
