GLORIOUS STRIKE BY CG EMPLOYEES - PRESS RELEASE

Nearly Ten lakhs Central
Government employees took part in the one day token strike today, the 12th
December, 2012 on the call of the Confederation of Central Government employees
and workers, paralyzing the governmental functions in various departments
throughout the country. The strike was
to protest against the continued efforts of the Government to enact the PFRDA
Bill, whereby the existing defined benefit pension of Government employees is
sought to be converted into a defined contributory pension scheme. Every reason, the Government advanced at the
time of the introduction of the new scheme is found to be incorrect and
misleading by the Experts Committee set up by the Government itself.
Besides, the employees
had been demanding wage revision by setting up the 7th Central Pay Commission,
filling up large number of vacant posts, regularization of the service of
Gramin Dak Sewaks/Casual/daily-rated workers, revival of the negotiating machinery
i.e. JCM, removal of restrictions on compassionate appointments, introduction
of Public Distribution system to arrest the ever increasing prices of essential
commodities, stoppage of outsourcing, contractorisation, privatization etc.
As per the report
received the strike was total in Assam, Tripura, West Bengal, Orissa, Andhra
Pradesh, Tamilnadu, Kerala, Chattisgarh, Jharkhand and beyond 80% in
Maharashtra, Karnataka, U.P. Bihar, and about 60% in other States. The Postal, Income tax, Groundwater Board
departments came to a grinding halt in all States, as the offices could not be
opened at all. In Income tax Department, the promotee officers also joined the
strike paving way of a complete closure.
Many establishments of Atomic Energy, Printing and Stationery, Defence
accounts, Medical Depots, Audit and Accounts Departments, Civil Accounts, CGHS,
Indian Bureau of Mines, Directorate of Marketing Inspection, Geological Survey
of India, Archaeological and Botanical Survey of India etc. remained closed.
The organizers of the
Strike have asserted that they will make the general strike of workers slated
for 20th and 21st February, 2013 a grand success by enlisting participation of
all sections of the Central Government employees.
The Confederation will
strive to organize an indefinite strike in pursuance of the 15 point charter of
demands in 2013 if no settlement is brought about by the Government by
then.

Subject: Advance
Increments granted to Stenographers of Subordinate Offices on qualifying speed test in
shorthand at 100/120 w.p.m. regarding.
The undersigned is directed to refer to this Department’s 0M
No.18/44/88-Pay-I dated 07.12.2009 on the above subject which provides that the
Advance Increments granted to Stenographers of Subordinate Offices on
qualifying speed test in shorthand at 100/120 w.p.m. are treated as pay
for all purposes.
2. Consequent upon implementation of CCS
(RP) Rules 2008, the concept of Pay Band& Grade Pay has been introduced.
Since there are no fixed rates of
increments now, the manner in which advance increment(s) are to be computed has
been considered in consultation with the Department of Expenditure. The grant
of advance increments to Stenographers of Subordinate Offices on qualifying the speed test in shorthand at 100/120 w.p.m. after 1.1.2006 may
be regulated as under:-
a) In
terms of the instructions contained in this Department’s 0M No.18/44/89-Estt
(Pay I) dated 07.12.2009, the advance increments granted to Stenographers of
Subordinate Offices on qualifying Speed
Test in Shorthand at 100/120 w.p.m. in terms of
Department of Expenditure OM dated 04.10.1975 are to be treated as pay for all
purposes and the past cases are also to be regulated accordingly. These advance
increments were therefore to be taken into account for fixation ¡n the Revised Pay
for those officials who were in receipt of such increments in the pre revised pay. In such cases, the advance
increments will no longer continue as a separate element.
b) In
respect of persons who become eligible for grant of advance increments
consequent upon implementation of CCS (RP) Rules, 2008, the advance increment
may be calculated by granting increment @ 3% of the Basic Pay on the date of
passing of the test. Two advance increments may be calculated by granting two
increments @ 3% of the Basic Pay on the date of passing the test. The amount of
this increment may be treated as a separate element in addition to the Basic
Pay (Pay in the Pay Band + Grade Pay), till such advance increments are taken
into account as per (c).
c) Once
the advance increments are taken into account for the purpose of pay fixation
on promotion or being placed in a higher scale on grant of ACP/MACP or fixation
of pay due to revision of pay scale etc., the advance increments will no longer
be continued as a separate element as it will be merged with the basic pay.
3. In so far as the persons serving in
the Indian Audit and Accounts Department are concerned, these orders will be
issued after consultation with the Comptroller and Auditor General of India.

REPORT ON AIPEU-GDS (NFPE) ODISHA CIRCLE CONFERENCE

1st
Circle Conference of AIPEU-GDS (NFPE) Odisha Circle has been conducted on
09-12-2012 at Recreation club, Cuttack GPO, Cuttack under the Presidentship of
Com.Hari Krishna Sahu, President of GDS(NFPE), Odisha Circle.
Before
commencement of the session, National flag and NFPE flags were hoisted by Com. R.
N. Dhal and Com. P. Pandurangarao. All
the leaders and delegates paid tributes at martyr’s column.
The
Reception Committee Chairman Com. Subash Singh, District General Secretary,
CITU made welcome speech and welcomed all the leaders and delegates to the
Circle Conference. He elaborated the need of united struggles of working class
in the present scenario of the policies of the UPA Govt.

P. Pandurangarao, General Secretary, AIPEU-GDS(NFPE) inaugurated the Circle
Conference by explaining many issues facing by the GDS in the background of
privatization and corporatization policies of the Govt. and the Department.
