8% DA HIKE FOR CENTRAL GOVT STAFF


Union Cabinet approved 8% DA hike wef 01.01.2013

The Union Cabinet on Friday approved 8% hike in the Dearness Allowance (DA) for central government employees and pensioners with effect from 01.01.2013.

 

 

Expected DA from January 2013 is 8%

Dearness allowance to all Central Government employees and Pensioners from Jan 2013 will be expected to enhance by 8%  and the total DA also will raise to 80% from Jan 2013.

UNIFORM CLOTH COLOUR AND DESIGN CHANGED FOR POSTMAN -MAILGUARD - MULTI-SKILLED EMPLOYEES.
Khaki colour cloth reintroduced.
New Design as per DOPT specification shall have two pockets with clover flaps. Sleeves will be either full or half as per the climatic conditions.
India Post logo of 14x7 cm size shall be stiched just above the left pocket.
Plastic name plate with black background and name inscribed in white bi-lingual shall be affixed just above the right pocket on the two thread eyes / fasteners to be got stitched as in the picture.
For women employees, the uniform shall be khaki blouse / saree or Salwar / Kameez with khaki dupatta. India Post logo shall be got stitched on the right blouse sleeve 5" just below the shoulder. Plastic name plate to be affixed on the saree palloo / dupatta on the left side.
Full Orders of the Department together with the new uniform design and the Logo of the Department model are furnished for the information of the members.

REVISED NORMS FOR THE OPERATIONAL ACTIVITIES AT SPEED POST SORTING HUBS, INTRA-CIRCLE HUBS AND COMPUTERISED REGISTRATION CENTRES.
D.G. Posts No. 28-8/2011-D Dated 17.01.2013.
Reference is invited to the Directorate Memo No. 30-64/2009-D dated 08.10.2009, vide which ad-hoc norms for processing of Speed articles at Speed Post Centres were circulated. Attention is also drawn to the Directorate Memo No. 28-5/2006-D dated 13.09.2006, vide which norms for processing of registered articles at Computerized Registration Centres (CRs) were circulated.
2.         The matter relating to revision of norms for various activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs was under examination at this Directorate . Based on the Wok Study undertaken by the Directorate with respect to Speed Post operations at Speed Post Centres (restructured as ‘Sorting Hubs’ as part of Mail Network Optimization Project) and extension of operational processes followed at  Speed Post Hubs and Intra-Circle Hubs to the CRCs, norms for various activities have been revised. The revised norms are given at the Annexure and would be applicable to Speed Post Sorting Hubs and Intra-Circle Hubs as well as CRCs.
3.         The revised norms for activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs would be applicable with immediate effect.
            This issues with the concurrences of Integrated Finance Wing and approval of Secretary (Posts)

PRESCRIBED PERIOD OF AD-HOC SERVICE IN CENTRAL GOVERNMENT SERVICES
          The period prescribed for ad-hoc service under the Central Government and rules laid down for making ad-hoc service permanent…
          The total period for which the appointment/promotion may be made, on adhoc basis, is limited to one year. In case there are compulsions for extending any adhoc appointment/promotion beyond one year, the approval of the Department of Personnel & Training has to be sought. Also, the Department of Personnel & Training has delegated powers to the administrative Ministries/Departments for appointing the officials of Group ‘C’ and erstwhile Group ‘D’ posts on ad-hoc basis upto a period of three years, in consideration of exigency of work.
         As per the extant policy of the Government, all posts are to be filled in accordance with provisions of the applicable Recruitment Rules. Promotions/appointments on ad-hoc basis are resorted to in exceptional circumstances, to a post which cannot be kept vacant in consideration of its functional/operational requirement. Such ad-hoc appointees have to be replaced with regular incumbents, selected in accordance with procedure prescribed in the relevant applicable statutory Recruitment Rules, at the earliest. In view of this, there is no requirement of making ad-hoc service permanent.
         The above information was submitted as a written reply to a question in the Parliament by the Minister Shri. V. Narayanasamy on 19th December 2012.

Instructions:
1.    All General Secretaries are requested to suggest the name of their leaders for each circle and also any change in dates.  Name of the same leader should not be given for the same date in another circle.
2.    Leaders whose names are given should compulsorily attend the meeting.
3.    Change of dates (once finalized by Central JCA) will be allowed only if there are convincing reasons.
4.    Circle Secretaries of NFPE & FNPO should take initiative to arrange the joint meeting.  They should consult each other and finalise the programme.
5.    Maximum publicity should be given to campaign programme and maximum participation of employees should be ensured.
6.    Circle Unions / Divisional Unions should make maximum effort to make the strike a grand success.  Joint campaign programmes by Circle / Divisional Union Leaders may be organized in all Circles / Divisions.
7.    Joint Strike notice will be served on 22.01.2013 to Secretary, Department of Posts.  Copy may be served to all Circle / Divisional heads also.  Copy of the strike notice may be down loaded from websites of NFPE / FNPO & affiliated Unions.
8.    All the Unions and Federations of Postal Department are participating in the 2 days  strike, make the strike cent per cent.
